[:ru]Достижение намеченных целей удвоения объемов жилищного строительства (до 80 миллионов квадратных метров к 2010 году) и последующее развертывание массового строительства жилья для всех категорий граждан с выходом на уровень развитых стран — 1 квадратный метр жилья на человека в год — помимо финансовых средств, земельных участков, оснащенных дорожной и коммунальной инфраструктурой, требует масштабного обеспечения строительными материалами и строительной техникой. Наибольшие проблемы на данный момент вызывает обеспечение цементом. Установленные производственные мощности цементной отрасли на начало 2007 г. составили 72 миллиона тонн цемента. Производство в 2007 г. составило 61 миллион тонн, что соответствует весьма высокому КИУМ — 85%. Учитывая, что в нашей стране низкая доля каркасного, деревянного домостроения, средний расход цемента на квадратный метр жилья выше, чем в странах Западной Европы, США и Канаде. С учетом дорожного, промышленного и специального строительства, потребности строительного комплекса, отнесенные к квадратному метру жилья, составляют 0,7-0,8 тонны цемента. В 2005 г. выпуск цемента составил 49 миллионов тонн, в 2006 г. — 55 миллионов тонн, при вводе жилья 40 и 50 миллионов квадратных метров соответственно. При вводе в 2007 г. около 66 миллионов квадратных метров жилья баланс спроса и предложения на рынке цемента сегодня хотя и стал более напряженным, в целом был обеспечен. В то же время цены на цемент за период 2005‑2007 гг. выросли более чем в 4 раза. Первый скачок цен в 1,7 раза (с 1220 до 2060 руб./т) произошел в первом полугодии 2005 г., что послужило основанием для ФАС России возбудить антимонопольное расследование и применить предусмотренные законодательством санкции против доминирующей на рынке Европейской части России компании ОАО «Евроцемент груп» (решение по делу № 1 05/227-05 от 11 октября 2005 г.), в результате чего цены стабилизировались. Supply of cement is the most serious problem nowadays. The cement production capacity amounted to 72 million tons at the beginning of 2007. In 2007, the output was 61 million tons that means a rather high availability factor of 85%. Taking into account a small share of framed and wooden buildings in our country, the average cement consumption per square meter is higher than in the Western Europe, USA and Canada. In view of road, industrial and special construction, we have the industrial complex demand in cement at the level of 0.7 to 0.8 tons per square meter. In 2005, the cement output was 49 milliontons, in 2006 — 55 million tons, if 40 to 50 million square meters of housing space are commissioned, respectively. In 2007, when about 66 million square meters of housing space were commissioned, the balance of demand and supply became tenser, but it was maintained. At the same time, the cement price increased by four times in 2005-2007. When the first 1.7-fold hike (from 1220 to 2060 rub/ton) in the first half of 2005 took place, the Federal Antitrust Service (FAS) of Russia started an antitrust investigation and used sanctions prescribed by the law against Eurocement Group, a company dominating in the market of the European part of Russia (decision on case no. 1 05/227-05 dd.
