[:ru]Последние 20 лет российский цементный рынок переживает нестабильный период своего развития, в котором были падение объемов и стагнация, резкое увеличение роста потребления и установление рекордов стоимости цемента. В этой связи важнейшим вопросом является стабилизация работы цементной отрасли в средне- и дальнесрочной перспективе. Для этого экспертное сообщество, основные игроки на цементном рынке и государственные органы власти должны разработать стратегию дальнейшего развития отрасли с учетом общемировых тенденций и российских условий, которая бы обеспечила стабильность поставок цемента потребителям, не допуская перегрева рынка в случае появления избыточных мощностей, и наоборот.[:en]For the last 20 years, the Russian cement market has gone through an unstable period of its development, facing both, drop in volumes and stagnation, and a sharp increase of consumption with record high cement prices. In this context, stabilization of cement industry development in medium and long-term prospect is the most crucial problem. In order to solve this problem, the experts society, key players of the cement market, and state authorities should work out a strategy of further development of the industry. This strategy should take into account the world trends and Russian specific conditions and create a fundament for stability of cement supplies to consumers, avoiding the market overheat in case the excess of production capacities appears, or in a contrary case.[:]
