[:ru]Цементная промышленность России является базовой отраслью строительного комплекса, от которого зависят состояние и развитие экономики страны в целом, решение проблем воспроизводственных процессов, социальных вопросов, в частности строительство жилья, объектов здравоохранения, просвещения и культуры. В настоящее время цементная промышленность России включает в себя 49 действующих предприятий, из которых 45 — с полным циклом производства и 4 — помольные установки, работающие на покупном клинкере. За период перестройки экономики страны с 1990 по 1998 г. производство цемента снизилось с 84,5 млн т до 26,1 млн. т, т. е. в 3,2 раза. При наличии имеющихся свободных мощностей прирост производства цемента, начиная с 1998 г., был достаточно высоким (до 12 % в год), и еще в 2007 г. оставались надежды достигнуть в 2010 г. доперестроечного уровня производства. Но из-за имевших место в 2008 г. просчетов в ценовой политике и разразившегося впоследствии финансового кризиса наступил резкий спад производства: в 2007 г. — 59,9 млн т, в 2008 г. — 53,5 млн т, в 2009 г. — 44,3 млн т, или 73,8 % к 2007 г., т. е. подотрасль вернулась к уровню 2003 г.[:en]Cement industry of Russia is a key branch of the construction sector, which is a main factor of condition and development of the country’s economy as a whole, and also of solving reproduction processes problems and social issues, in particular, residential construction, erection of healthcare, educational and cultural facilities. At present, cement industry of Russia comprises 49 working enterprises including 45 objects with a full-cycle production process, and 4 grinding mills which process purchased clinker. During the period of reforms in the national economy, from 1990 to 1998, production of cement decreased from 84.5 mn t down to 26.1 mn t, i. e. by 3,2 times. Given a reserve of available idle production capacities, growth of cement production volume since 1998 was relatively high, up to 12 % a year. In 2007, there was still a hope to achieve the level of production close to that back in pre-perestroika period, by the year 2010. However, mistakes in a pricing policy and a financial crisis that burst in 2008, caused a sharp decline of production: 59.9 mn t in 2007, 53.5 mn t in 2008, and 44.3 mn t in 2009, that only accounts for 73.8 % of the level achieved in 2007, i. e. results of the industry were equal to the level of 2003.[:]
