In the Russian Federation, there are about 100 bil t of industrial waste in dumps. Current annual waste yield is 7.5 bil t, including 2.5 bil t of solid industrial waste. The Federal Targeted Programs “Fuel and energy” and “Energy efficient economy for 2002–2005 and for the period until the year 2010” are not being realized yet, and the use of industrial waste in economical activity of modern Russia has decreased more than 2 times in comparison with 1990. At the same time, the volume of waste utilization in construction and building material industries may amount to hundreds of million tons.
