Abstract
Legislative activity of the Construction and Land Relations Committee of the State Duma is based on a principle according to which urban planning activity is one of the basic activities for economy modernization and the innovative development of the country.
An innovative knowledge-driven economy is characterized by a significant increase of human capital value. It requires a higher mobility of the highly-skilled section of the population, as well as availability of vocational education of different levels for young people from the most remote towns and villages. Availability of a specialist at a location where he/she is best needed increases capitalization of his/her knowledge and skills, and therefore also the national wealth as a whole. However, this mobility in our country is historically limited due to the housing problem. The problem is not even related to the number of m2 per capita, but that an innovation economy cannot be created in a poor housing environment formed from hostels, barracks and panel five-storey buildings with 5 m2 kitchens. It is necessary to create a completely different urban environment, with a new level of comfort. The new environment should make many Russian regions, attractive for living and work, and not just a few big cities.
